The LC3 councilor for Mukura Sub County in Ngora district has been asked by Teso Anti -corruption Coalition to handover a cow he diverted to his brother instead of handing it to the rightful orphan. The councilor had been accused for denying an orphaned boy to receive a cow under the PRDP project and instead granted it to his brother.
Hon Joseph Osapa, Ariet parish LC3 councilor is accused of having altered the list of the beneficiaries shortlisted in 2014 by fixing the name of his brother one Paul Obiro, a student at Mukura memorial SS in place of Justin Okello who the verification team had selected to be among the beneficiaries.
The boy Okello living with his grandmother in Mukura was meant to have taken precedence during the distribution exercise which took place in February 2015, but to the dismay of his relatives five month later they discovered that the cow meant for their son was handed to wrong hand
Ms Joyce Akello, Aunt to Okello’s said that they discovered recently that Hon Joseph Osapa had handed the cow to his brother.
“This is corruption Okello deserved to have benefited,” the Aunt explained.
A verification exercise conducted by LCIII; Martin Egau and Teso anticorruption coalition (TAC) discovered that it’s Hon Joseph Osapa who handed the cow to the brother.
Mr Egau, the Mukura LC3 said they are following on the matter and that the case was registered and being investigated by police.
Hon Joseph Osapa, LC3 councilor Ariet Parish, Mukura sub county, however said that the decision to replace the name of Justin Okello arouse after it became clear that, Okello the intended beneficiary had relocated from Ngora to Soroti district to his other relatives.
He said there was no ill intention in so doing, adding that Okello should be reconsidered to benefit in the next phase of the project.
Despite all the findings, attempts to handover the cow to the rightful beneficiary have meet with greater resistance from the relatives of Paul Obiro, who equally say since it’s a government project ,Osapa did nothing wrong to handover the cow to his brother.
